On July 30, 2025, Lawyer Fan Xuejun, Director of Guangdong Chenggong (Urumqi) Law Firm, was invited to conduct a specialized legal training session at the Yining Entry-Exit Border Inspection Station and provided a systematic explanation on the practical aspects of the rule of law construction in entry-exit border inspection agencies.
As an expert in foreign-related legal services, Director Fan Xuejun provided professional guidance to border inspection law enforcement personnel by drawing on cutting-edge legal practices and typical cases.
In her concluding remarks, Director Fan particularly emphasized the six core modules of border inspection law enforcement, stressing that the key takeaways were: the law is the bottom line, procedures are the safeguard, and details are critical. She pointed out that even a single anti-counterfeiting mark during document inspection or a signature on an interrogation record in case handling could determine the legality of a case. "Frontier law enforcement carries significant responsibility. We must translate the training content into concrete actions of standardized law enforcement to ensure that every case can withstand the dual scrutiny of law and history," Director Fan stressed. She specifically reminded the trainees that standardized operations in daily law enforcement are an important practice in upholding the dignity of national rule of law.
The day after successfully completing the standardized training on border inspection law enforcement, Director Fan was invited to attend a police-enterprise-public symposium organized by the General Station, where she conducted in-depth exchanges with participating representatives on enhancing the quality of immigration management services. Xiong Zhiyu, Secretary of the Party Committee and Political Commissar of the General Station, attended the symposium and delivered a concluding speech. This event strengthened collaboration between legal practice departments and professional institutions, offering new ideas for advancing rule of law construction in border areas.
