To further strengthen exchanges and cooperation in regional legal system construction, broaden legal service horizons, and enhance professional service capabilities, Guangdong Chenggong Urumqi Law Firm organized a team to visit the Silk Road Legal Service Zone in Urumqi, Xinjiang on August 8, 2025. Guided by the zone’s staff, the visiting group successively toured core functional areas including the Commercial Dispute Resolution Center (Legal Service Center), Urumqi Arbitration Commission (Urumqi International Arbitration Court), Itinerant Trial Site of the Urumqi Area under China (Xinjiang) Pilot Free Trade Zone, Cross-Regional Case Filing Service Area for Four-Tier Courts, Foreign Legal Research Center, and Comprehensive Procuratorial Service Center.
At the Commercial Dispute Resolution Center, staff provided detailed introductions to the operational models of multiple functional rooms, including the Foreign-Related Lawyers' Service Room, Commercial Mediation Room, and Arbitration Studio, as well as how they deliver comprehensive, multi-level, and high-efficiency legal services to various business entities—encompassing international commercial arbitration, international commercial mediation, and cross-border legal consulting. This deeply impressed the visiting group with the legal service zone’s professionalism and efficiency in handling foreign-related legal affairs.
The person in charge of the Silk Road Legal Service Zone introduced the zone’s overall construction plan, current development status, and future strategic goals. They stated that as a key platform for Xinjiang’s legal system development, the zone is committed to becoming a highland of the rule of law that connects domestic and international legal service resources and serves the construction of the Belt and Road Initiative. They expressed hope to deepen cooperation with outstanding law firms like Guangdong Chenggong, working together to provide solid legal support for regional economic development.
Fan Xuejun, Managing Partner of Guangdong Chenggong Urumqi Law Firm, shared the firm’s development history, business characteristics, and practical experience in the field of foreign-related legal services. Regarding legal talent cultivation, they agreed to strengthen cooperation by establishing joint internship bases and carrying out joint training programs to develop more composite legal talents in the region who master international legal rules and possess cross-cultural communication capabilities. In terms of cross-border legal business cooperation, the two sides planned to integrate resources to jointly provide full-chain legal services for Xinjiang enterprises expanding overseas, including pre-project legal risk assessments, contract reviews, and litigation/arbitration representation during dispute resolution. Additionally, concerning innovation in foreign-related legal services, both expressed their commitment to actively exploring the use of modern technological tools such as big data and artificial intelligence to enhance the efficiency and quality of legal services.
This visit not only deepened Guangdong Chenggong Urumqi Law Firm's understanding of the Silk Road Legal Service Zone but also laid a solid foundation for future collaboration.
