To thoroughly study and implement Xi Jinping Thought on the Rule of Law, promote the spirit of the Constitution, safeguard the authority of the Constitution, and enhance the ability of border inspection police officers to perform their duties in accordance with the law, during the 23rd "Constitution and Law Publicity Month" of the Xinjiang Uygur Autonomous Region, Fan Xuejun, Director of Guangdong Chenggong (Urumqi) Law Firm, was invited to the Yining Entry-Exit Border Inspection Station of the Xinjiang Entry-Exit Border Inspection General Station to deliver a special lecture and training on the Constitution, presenting a practical and comprehensive legal compulsory course for the border inspection police officers stationed at the frontline of the national gate.


At the lecture, Director Fan Xuejun gave a systematic interpretation themed Promote the Spirit of the Constitution and Consolidate the Rule of Law Defense Line at National Gates. Combining with the particularity of border inspection work, she elaborated on the fundamental status and core essence of the Constitution, basic rights and obligations of citizens, as well as the practical application of the Constitution in entry-exit administration and national security maintenance.

She focused on core contents and thoroughly interpreted key provisions of the Constitution concerning national sovereignty, territorial integrity and national security, clarifying the statutory duties and missions of border inspection authorities as guardians of national gates.

Combined with practical cases centering on frontline work such as prevention of cross-border illegal crimes, inspection of entry-exit documents and standardization of port law enforcement, she analyzed law enforcement difficulties and clarified legal boundaries in an easy-to-understand way by integrating legal provisions with cases, helping police officers improve their capacity to handle affairs in accordance with the law.

She also strengthened safety awareness by interpreting relevant laws and regulations including the National Security Law and the Exit and Entry Administration Law under the guidance of the overall national security outlook, and stressed the vital role of border inspection police officers in safeguarding national gate security and preventing overseas risks.

Integrating political nature, professionalism and practicality, this lecture not only strengthened police officers' awareness of the Constitution and thinking based on the rule of law, but also provided accurate legal guidance for frontline law enforcement work, winning unanimous praise from all police officers of the station.
